Description | GENERAL DESCRIPTION:
The Assistant Director of Human Resources is responsible for assisting assigned areas of the district’s human resources program. This covers assigned areas of personnel management, with primary responsibility for classified staff. The Assistant Director of Human Resources assists in providing counsel to district administration and employees on a variety of personnel matters. This position is also responsible for a variety of training functions to a host of constituents.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assist in administering and managing all aspects of classified staffing to include, hiring, assignment and termination of classified employees.
- Assist in the planning, coordination and participation in the recruitment and selection of classified personnel.
- Assist in the role of lead negotiator for the district's classified collective bargaining agreements. Assist with facilitating and leading regular labor management meetings with classified groups.
- Assist with reviewing and determining classified staffing needs in cooperation with other district administrative personnel.
- Participate in the budget development process as it relates to classified staffing and manage the assignment of staff.
- Serve as a resource to administrative staff in personnel matters and contract administration/interpretation related to classified staff.
- Manage evaluation timelines for classified staff.
- Maintain official grievance, collective bargaining, and legal records for classified staff.
- Assist in working with association leadership to collaboratively resolve issues of concern and through regular communication with association leadership.
- Responsible for managing and providing oversight for classified professional development.
- Assist with investigating harassment/discrimination complaints and incidents involving employee misconduct.
- Responsible for working with building administration to appropriately assign long term substitute placement.
- Provide HR/Payroll leadership in the use of Absence Management, TalentEd (including Applicant and Onboarding), Records, SafeSchools, and electronic Volunteer clearance system.
- Evaluate new benefit options available to employees as requested. Communicate benefits offered to employees.
- Use technology in developing and updating HR systems for continuous improvement.
- Maintain employee evaluation records for the purpose of reporting to OSPI.
- Maintain employee training records, ensuring compliance with all legally required training.
- Prepare, maintain, monitor and submit required state reporting on a timely basis.
- Lead HR/Payroll staff in new employee orientation.
- Update and maintain job descriptions.
- Assists with other responsibilities and duties as assigned by the Executive director and/or the Superintendent.
- Promote good staff morale and work harmoniously with all staff.
- Excellent attendance required.
KNOWLEDGE AND SKILLS
- Bachelor’s degree in human resources or related field.
- Two (2) to three (3) years of increasingly responsible experience in the area of Human Resources/Labor Relations required.
- Advanced level working knowledge of human resources software (various platforms), Microsoft Office software, and all Google platform applications.
- Knowledge of human resources and labor relations laws, principles and practices.
- Experience with the labor relations negotiations process, preferably sitting at the negotiations table.
- Demonstrated skill in interpreting and applying contract provisions; job interviewing and selection skills, practices and procedures.
- Introductory knowledge of operations and needs of educational institutions.
- Knowledge of effective supervisory principles and practices.
- Proven ability to lead small and large group training sessions and deliver detailed presentations.
- Ability to effectively schedule, organize and coordinate assignments.
- Demonstrated interpersonal relations, communications and problem solving skills.
- Leadership qualities that demonstrate an ability to be innovative, as well as maintain responsible and trusting relationships.
- Proven ability to positively participate in a fast-paced team environment.
- Portrays positive attitude, initiative and responsibility to the District Office staff.
- Successfully handles changes in assignments and functions effectively with a demanding workload.

PHYSICAL DEMANDS:
Work is indoors in an office setting. The usual and customary methods of performing the job’s functions require the following physical demands:
- Significant hand and finger dexterity to operate a computer keyboard.
- Generally this job requires 80% sitting, 10% walking, and 10% standing.
- Surrounded by some noise and disruptive sounds.
- Ability to lift, carry, push, and/or pull up to 25 pounds.
- Some stooping; minimal kneeling, crouching, and/or crawling
